3. All matters relating to participation of Manipur Sports Teams in tournaments outside the State or abroad.
4. All matters relating to Sports Award and Sports Scholarship.
5. All matters relating to exchanges of sports persons, youth delegations, experts and teams.
6. All matters relating to sports infrastructure including financial assistance for creation and development of such infrastructures.
7. All matters relating to coaching and training in Sports and Physical Education, including financial assistance.
8. All matters relating to Compulsory Physical Education Programme in Schools.
9. All matters relating to Youth Affairs, National Service Schemes, Nehru Yuva Kendras and National Service Volunteer Schemes.
10. All matters relating to Voluntary Youth Organization, Scout & Guides and Adventure Clubs/Organization including financial assistance.
11. All matters relating to National and State Youth Awards.
12. All matters relating to the supervision and control of Sports and Physical Education in Schools and Colleges.
13. All matters relating to establishment and maintenance of Sports Academies/ Schools.
14. All matters relating to State, District and Block Youth Centre.
