BIOGRAPHICAL SKETCH OF HIS EXCELLENCY SHRI VINOD KUMAR DUGGAL,
GOVERNOR OF MANIPUR
1. Date of Birth: 01.11.1945
2. Place of Birth: Sialkot (now in Pakistan)
i) Graduated from Delhi University in 1965
ii) Post-Graduation: National Defence College, Delhi, 1985 (National Security Issues).
iii) Post-Graduation: Reading University, U.K., 1988-89 (Agriculture and Food Production)
Indian Army: Joined Indian Army in June, 1965 and was commissioned in the Regiment of Artillery as a Second Lieutenant in April, 1966.
Served as a Captain till July, 1971; mostly in NEFA (now Arunachal Pradesh) and Assam.
Took part in the early operations of Bangladesh War (February to July, 1971) in Sylhet Sector and assisted the Mukti Bahini in the Liberation effort.
Indian Administrative Service: Joined Indian Administrative Service in July 1971.
Key Positions held:
i) District Magistrate Aizawl (Mizoram). Was also concurrently Addl. Sessions Judge/District & Sessions Judge during which time tried several critical and important insurgency/assassination/murder cases; many of them ended in conviction. Served in Mizoram from mid 1973 to late 1976.
ii) Secretary to Lt. Governor, Delhi (1978-79).
iii) Director, Tea Board of India, Sydney, Australia (1979-83) with responsibility of Indian tea promotion in the Pacific countries (Ministry of Commerce).
iv) Chief, Merchandizing Division, Trade Development Authority, Ministry of Commerce (1983-84).

v) Managing Director, Goa Tourism and Development Commissioner, Goa (1986-87)
vi) Joint Secretary to the Government of India, Ministry of Food & Civil Supplies (1987-88)
vii) Tourism Advisor with Commonwealth Secretariat, London with responsibility of tourism development in Caribbean countries (1989-93)
viii) Advisor to the Governor of Punjab/Administrator, Union Territory of Chandigarh (1993-95).
ix) Commissioner, Municipal Corporation of Delhi (1996-2000). Held concurrent charge of General Manager, Delhi Electric Supply Undertaking/Chairman, Delhi Vidyut (Electricity) Board and also looked after the Delhi Jal Board (then Delhi Water Supply and Sewage Disposal Undertaking for a long period.
x) Additional Secretary, Ministry of Commerce, Government of India (2000-01)
xi) Director General, Tourism, Government of India (2001-2002)
xii) Special Secretary, Ministry of Environment & Forests, Government of India (2002-2003).
xiii) Secretary, Ministry of Steel, Government of India (2003).
xiv) Secretary, Ministry of Water Resources (2003-05). Concurrently held charge of Secretary, Department of Drinking Water Supply under Ministry of Rural Development also for a long period.
xv) Union Home Secretary (2005-2007). Concurrently held charge of Secretary, Department of Justice for the entire period of two years.
Superannuated on 31st March, 007 after serving a fixed tenure as Union Home Secretary for two years.
5. After superannuation served as:
i) Member, Commission on Centre State Relations in the rank and status of Minister of State in GoI (April, 2007 to March, 2010). The report was submitted in April, 2010.
- Concurrently appointed Member Secretary of the Committee for Consultations on the situation in Andhra Pradesh in the rank and status of Minister of State in GoI in February, 2010.
ii) Member Secretary, Committee for Consultations on the situation in Andhra Pradesh (February, 2010 to January, 2011). The report was submitted on 31st December, 2010.
iii) Member of the Task Force on National Security (1.7.2011 to 31.5.2012) during which time was appointed the Chairman of the Internal Security Challenges Group. The report was submitted in May, 2012.
iv) Member, National Disaster Management Authority in the rank and status of Minister of State (June, 2012 till date).
Handled and coordinated rescue and relief operations post Uttarakhand disaster (June16-17) and assisted and advised the State Government in the preparation of reconstruction and rehabilitation Plan.
Likewise, monitored the efforts on the management of Cyclone Phailin in Odisha in October, 2013.
