Rajani Ranjan Rashmi

Shri Rajani Ranjan Rashmi, the Chief Secretary of the Government of Manipur is an officer from Indian Administrative Service (IAS) of Manipur Cadre, 1983 batch.

Shri Rashmi has served as an administrator and policy maker in several key positions of the Government at the State and Central level. Prior to his current assignment in June 2017, he was the Special Secretary in the Ministry of Environment, Forest & Climate Change, Government of India where he looked after international cooperation and environmental policies in several fields.

Shri R R Rashmi has been the Secretary/Commissioner and Additional Chief Secretary of Finance and Planning in the State of Manipur, in addition to other important responsibilities handled by him. In 2009, he received the Prime Minister’s Award for Excellence in Public Administration for his outstanding contribution to innovative reforms in the financial administration of the State.

Shri Rashmi is an expert in environmental policies and management, particularly relating to Climate Change. From 2008 to 2013, he was India’s focal point for multilateral negotiations on climate change under the United Nations Framework Convention on Climate Change (UNFCCC). He was instrumental in drafting and implementing India’s National Action Plan on Climate Change.

Shri Rashmi is also an experienced trade negotiator and has served as Director of Europe Division in the Government of India and later as Advisor in India’s Mission to European Union in Brussels. He has served as Additional Secretary in the Department of Commerce, Ministry of Commerce & Industry, Government of India from May 2014 to 2016.

Shri R.R. Rashmi is a graduate in Economics from Patna University and holds a degree in MBA from the Free University (Vriet Universitiet) of Brussels.
